The law of evidence in our current laws gives relief to criminals, as even if there is a forensic evidence that mr x has done a terrorist attack but due to threats if no one testifies against him, or the prosecuter and judges get influenced due to the terrorists he will be freed.SimIlarly the law enforcement agencies can’t do anything preemptively even of they know in advance that mr x is preparing some terrorist attack.
Secondly there should be some central agency to coordinate any information they receive so as to alert all the concerned departments, in our case it seems as if in some cases there was intelligence of some attacks but maybe the coordination Between departments was poor.
