In the first eviction, Russia already controlled those and didn’t want any more Muslims. It forced them to go to the Ottoman Empire. In the second eviction in the 1940s, they were exiled to Central Asia, about half of them being killed before deportation and dying due to harsh conditions during transit (no health care, no protection from cold weather, etc).
