I don’t think it is some hanafis, unless they don’t follow imam abu hanifa. It is a madhab to madhab fiqah question.
As for society, it is not the legal way to do it.
PS Btw, if we judge only by quran, then women wearing skirts (mid to knee length or perhaps little longer) is perfectly halal since quran talks about covering your bosom. You can do that by wearing a shirt. I guess those skirt wearing islamist AKP (erdogan’s party) in turkish parliament were all islamic after all!
