These used to be the quarters of the guards, who protected the palace.
Quite possible, may be some restoration is done as well.
Some have, some don’t. Like some are made of vegetable or fish or chicken. There are lots of varieties. The idea is that you buy a drink and get tapas free as snack with the drink. I did not try but it is quite possible they don’t offer tapas with the Coke
