Travel docs are normally of 3 types. The first is passport (ordinary, official, diplomatic). Ordinary is for common citizens, official is issued to government servants traveling on official duty, diplomatic for diplomats). The countries having close ties to passport issuing nation offer visa free entry, others do not. Some countries allow visa free entry only to people carrying official passports (like China and Pakistan). Diplomats can travel in most nations visa free (not all). Where a visa is required by Govt official or Diplomat, Ministry of Foreign Affairs issues "Note Verbale", which is a simple paper of request to Embassy, and then Embassy issues him visa quickly without any questions asked. Diplomats are immune to arrest by local police under Vienna convention (in all countries). There is another Passport called "UN Passport". Only UN issues to its staff. That is also visa free for the world or needs Note Verbale request by UN.
The second document is Laissez-Passer. It is simple single paper document equivalent to passport. Issued for one time travel. Mostly by UN.
The third is travel card. USA issues for travel between Canada and USA or CARICOM card for travel in Bahamas and countries nearby. It is credit card size. EU also issues similar identification card. No passport is required for travel.
