It is not permissible to alter the physical nature of our bodies in any way.
Our limbs and organs are a blessing and a trust given to us by Allaah - subhaan wa ta'aala - with which we shall return to him on the Day of Recompense. We do not have the right to modify or change that which our Creator has entrusted us with.

Medical reasons allow alteration as an exception. Circumcision is a medical reason, like tonsils, appendix, etc.

Coming back to the original question, is it possible for a baby to be born with deformed sexual organs (or both)? If yes, then is it permissible to operate it and rectify the problem, or will it be considered a transgression and the baby is doomed to live all his/her life as a transexual?
ps. I am not talking about voluntary sex-change operations but about babies born with dual sexual organs or deformities.
