**first of all, the proverb that you two are talking about is incomplete…it’s like this:
haath lage kangan ko aarsii kia aur paRhe likhe ko faarsii kia.
the usage is correct as given by Decent6chhora and his interpretation is correct to the best of my knowledge.
your interpretation and explanation is also correct if the meaning is implied. :)**
