Brother, you are absolutely right when you mentioned that people ignore the warnings of precaution then complain. But on the other hand, we cannot exonerate the government and administration too, as regardless of the people’s attitude, it was their duty to make all precautionary arrangements, what they did not do.
There should be educational program too, and that is also responsibility of government and administration.
Something what people do not understand and it is duty of government as well as administration and religious leaders to make people understand that even for those who have ‘tawakullah’ (complete trust and reliance on Allah), Allah also directs them to take precautions when dealing with possible calamities. Being super cool and super confidence when facing calamities is result of ignorance,arrogance and idiocy, that Islam do not approve.
