lol my khala does that. well not local call atleast. i mean when i was there in pakistan, to compete with the cell phone thingy, the telephone company walon nay keh diya tha keh out of city call ka rate shayed adha tha after like 10 or something. so if we needed to call my khala, my other khala would call after that time. it was wicked though. no one sleeps there anyways until 12.
