WASHINGTON (CNN) – Ramzi Binalshibh, one of the al Qaeda operatives most wanted by the U.S. government, has been captured and is in the hands of Pakistani authorities, U.S. government officials told CNN Friday.

They also said Pakistani and U.S. officials had tried to keep the arrest confidential in order not to tip off more Al Qaeda operatives believed to be hiding in the Karachi area.

Chief among them may be Khalid Shaikh Mohammed, a shadowy figure who is thought to have come up with the idea for the Sept. 11 attacks. A journalist for the Arab satellite TV station Al Jazeera reported last week that he had met recently with Binalshibh and Mohammed in or near Karachi. In their interviews with Al Jazeera, the two men seemed to taunt the United States.

**The Pakistani official said Pakistan’s intelligence agency, the Inter-Services Intelligence unit, was responsible for the capture of the Al Qaeda members in the shootout, which lasted four hours.

Pakistani commandos traded automatic gunfire with the Al Qaeda suspects, who were holed up in an apartment. The gun battle was so fierce that it spilled out onto adjoining rooftops, and two suspects were killed and several officers wounded.

“The ISI led the operation,” the Pakistani official said. “This shows that despite the criticism of them, that they are a full partner in the war on terrorism.”

The ISI has long been criticized for not investigating Al Qaeda activity in Pakistan or even protecting members of the terrorist organization.**

Sept. 11 Suspect Still in Pakistan

Extradition is a sensitive political issue in Pakistan, where President Pervez Musharraf’s close cooperation with the U.S. in the war against terrorism continues to make him many enemies.

Musharraf has so far refused to extradite British-born Ahmad Omar Saeed Sheikh, a militant with Al Qaeda links who was sentenced to hang in July for masterminding the kidnapping and murder of American journalist Daniel Pearl. Sheikh and three accomplices are appealing their convictions.

When Ramzi Yousef, the chief suspect in the 1993 bombing of New York’s World Trade Center, was arrested in Pakistan two years later, then-Prime Minister Benazir Bhutto quickly sent him to the U.S. for trial.

Yousef, a master bomb-maker who is serving time in a federal prison, had plotted to kill Bhutto even as the FBI was on his trail. His uncle, **Khalid Shaikh Mohammed, is another suspected Sept. 11 conspirator and was with Binalshibh during the Al Jazeera television interview. Investigators are trying to determine if Mohammed is still in Pakistan.

Yosri Fouda, the host of a monthly investigative journalism program on Al Jazeera, said he got the interviews after Binalshibh contacted him by fax and phone and told him to fly to Karachi, where the reporter spent two days with Binalshibh and Mohammed.**

In an account of his time with the fugitive terrorists, published Sept. 8 in Britain’s Sunday Times newspaper, Fouda called Binalshibh and Mohammed “the two master planners of 9/11.”

After riding to his June rendezvous blindfolded, on an auto-rickshaw taxi, Fouda was dropped off at an apartment building and led up to the fourth floor, where “Khalid led me into a virtually empty flat,” the Al Jazeera reporter wrote. "I counted five rooms on both sides before he invited me into one of them. There, another shock awaited me.

“Ramzi Binalshibh, a 30-year-old Yemeni accused by the FBI of involvement in the bombing of the USS Cole in October 2000, was sitting on the floor surrounded by three laptops and five mobile phones. Khalid and Ramzi both now have a $25-million bounty on their heads.”

Fouda’s account continued with a chilling wisecrack by Mohammed that may have foretold his own fate:

**" ‘Recognized us yet?’ Khalid joked as Ramzi shook my hand warmly. ‘You will when your door is knocked at by intelligence dogs,’ Ramzi said."

An Arabic-language Web site issued a thinly veiled threat against Fouda on Saturday, implying that he might have had a role in the arrest of the two Al Qaeda suspects.

“We would like to indicate that if, God forbid, this news is correct, this means there was a kind of treason that caused brother Ramzi to fall into the hands of those infidels, which requires a warning to all brothers,” the statement said.**

KARACHI, Pakistan, Sept. 14 – Ramzi Binalshibh, the alleged coordinator of the Sept. 11 attacks on New York and the Pentagon, was found alone and asleep in an apartment here and taken into custody without a struggle hours before a shootout with other al Qaeda suspects at another location in the city, senior Pakistani intelligence officers said today.

An interesting aspect of the raid of September 11,2002, has not received the attention it deserves. The so-called encounter lasted nearly four hours before the terrorists could be arrested. The authorities of the ISI have claimed that this was because the terrorists were heavily armed. Sindh Police sources have, however, denied this. According to them, the security forces led by an ISI officer fired about 5,000 rounds as against about 100 fired by the terrorists.
The Police authorities allege that the ISI officer, who led the raiding group,deliberately kept up heavy firing without any need for it in the hope that this would either kill Ramzi Binalshibh and Khalid Sheikh Mohammad or enable them to escape. While Khalid Sheikh Mohammed seems to have escaped, Binalshib was caught alive.
