Good question. In fact the concern is not limited to NWFP but entire Pakistan.
Till recently almost all political figures from all opposing parties have been on record stating that 'until free elections are not held and peoples representatives not allowed to form a new govt, until Musharraf didn't leave the Army and uniform, or until Musharraf was visible in power terrorism would continue and would remain uncontrollable'. No one explained how exactly. Not to mentioned that these statements made it seem like it was they inciting violence trying to oust Mush given the surety they used to give regarding decline in terror the moment there are fair elections, new govt etc.
Now what we have to see is whether they all remember these statements. Whether they realize that the moment has come to actually address the issue and state a plan to counter it from all dimensions. Let's see if the new govt and the peoples elected leaders can think straight, understand, realize, plan and counter.
Meanwhile similar questions ought to be asked about a number of other pressing national issues.
