Yeah correct and Pakistan is surrounded by peace loving and friendly countries praying for for its success day and night
possible cause of high rating for ISI could be some countries unrelenting obsession with it.
Probably ISI fairs well in human intelligence as compared to other agencies CIA's dependence on technology doesn't seem to be working in many cases.
don't know why people mistake ISI for red-cross that it should be working for world peace and harmony, its doing what every spy agency does.

From the failure in 1965 war to get the Kashmiris to rise up, to 1971 War in Bangladesh, to failure to predict the Indians exploding a nuclear device in 1974, to failure to perform a background check on a British company which supplied Arctic Weather Gear to Indians which allowed Indians to capture the top half of Siachen Glacier, to Lal Masjid operations.

most of these major flaws were resulted due to political leadership .. and Pakistan always had bad leaders
- 1965, even though we captured major area .. we ended up in shimla treaty
- 1971, it was more a political war. which india won gracefully
- They had all those background checks but the government took counter measures very late
- Lal Masjid Operation - dude, don't even start on taht. That was all - Togehter different story which has nothing to do with ISI. just remember, most of such operations are most of the time supported by CIA.
I can even give you links to some dead body pictures took after the wazirastan operation which were "so called taliban" and they were uncircumsized. do your eally think they were muslims? but thye are acting in paksitan actively .. you wana say that ISI is failed to stop 'em?

I think IMO…Pakistan is the underdog…where the rest of the world would not expect anything frm them..(am talking abt the normal ppl who don’t know much abt the military aspect of Pakistan) the only thing ppl know abt Pakistan is the media hyped issues, i.e Terrorism, honor killings, etc.
No one would ever think that Pakistan intelligence would be ranked as number one when you have the USA, UK and Israel who is always making hungama about something.

Everyone knows about the CIA....but I dnt think other than military and intelligence agencies around the world..normal ppl would say..yeaaaa...ISI rocks!!!

Honestly…I learnt a bit about the Pakistani military power only 1 1/2yrs back…and I thought…wow…very slick indeed…now I would never underestimate their power if some1 decided to go to war with Pakistan on their own soil.
I can’t wait to tell my mom about this…she is never gonna believe me 
Coz everytime she sees Pakistan on the news..she would always call me up and say “You see…look at the news!!!”

There are lot of mis conceptions that ahas been propagated by media .. .. specially the FOX news and indian channels which are not even true. few examples are even visible in the very thread where few ppl were not even wiling to accept and passed personal judgements without having real facts.
