Numb, I know what you mean but I think the official ruling on Zakat and Fitrana was that it cannot be given to non-Muslims, atleast thats what I remember reading in O'level Islamiyat a while back. Ofcourse, I might be wrong. I do agree that charity in general should have no restrictions.
Personally, we should all go above the 2.5% and help our brothers and sisters (whoever they are) as much as we can. We'll be rewarded with more wealth and will feel good about ourselves.
