You gotta distract them to make them stand still. Like, say something along the lines of 'OMG WHAT IS THAT LOOK LOOK LOOK!!' and they'll stand for a few seconds

Them little buggers are so damn unpredictable. I don't think you can really control the movements and expressions. So you pretty much just wait for the right time when they are in the mood to cooperate.

have an accomplice that keeps them busy and you snap away while they are distracted.....

if its bright day light, get them ready and have camera on faster shutter speed,(sports mode for automatic(cheap)cameras :D )
and take many pictures like one button press and 20 pictures.
then on computer select what you like.

Phone...hand them a phone or better yet...an iPhone.

Mix it up. Have some that are more "posed"...and others that are random, where they're just doing their own thing and you snap em unawares. With kids especially, that natural unpredictability is comical/charming.

Step 3. Now you're a professional photographer like countless other Pakistani teenagers and therefore taking baby pictures is not a problem for you anymore.

Promise that you'll return them to baby and give him a lollipop so he forgets that you've taken them.
Then put the pictures in the album and don't remind him that you took them or he will cry.

Take many pictures while they are playing. You'll get some good shots.
And please don't make them pose, it is weird.
