mix saffron in malai and apply it on ur lips rub it slowly and leave it on for 10 mins and den rub it off and wash ur lips try this it gonna works but use it regularly for 2 to 3 weeks u ll see the difference ..

facial exercises - helps circulate blood flow and makes lips appear more pink in colour.

alternatively try a strawberry coloured sweet or ice-lolly!

lip balm with sunscreen bcuz the sun damage our lips same as it does our whole face skin.so u can hv amedicated brand from drug stores specific for lips with SPF for lips added.

Use file or sand paper to file off that dark layer of skin , your lips will bleed for few minutes but then they will turn pink for two three days then repeat the process for permanent results go to a cosmetic surgeon. There is no natural remedy for your issue.

^ ummmm if i had dark lips, i would keep them dark instead of making them bleed with sand paper. i think the best cure would be drink lots of water (which i feel is the cure for pretty much everything except maybe aids) use a lip exfoliator which is usually some emollient with beads u can use as a scrub such as this :

and then apply a balm/vaseline/chapstick, this is what i use and its really good specially since its the winter right now:
