I believe the original picture was also never in any news article. It was simply circulated on social media without any corroboration.
I saw it on twitter a year ago. It was quickly debunked by other twitter users and the correct person was identified.
Several people who had retweeted the original picture quickly apologized.
The burden of proof should be on the accuser. No one has ever corroborated the accusation of the original picture.
