ur mama lets u wear skinny jeans but not tights with long dress??
anyways yeah dresses look really cure with 3/4 lenght tights or even long tights
if ur mama doesnt let u wear it with short tight go with longer tight it will look nice too
and try wearing it with flat ballet slippers or platform pumps it will look good
