Are we talking about leggings? I practically live in leggings or are we talking tights...the kind that move and make you look like you've got jello for a body.
I think most of the time the word tights is used to refer to leggings as well (even though not technically correct). So, tights and leggings both look disturbing with a short shirt that does not cover the behind. :/

tights are more like stockings they go around your feet as well and very thin.
leggings stop at your ankle and the material is much thicker.
I do wear tops with leggings but it does cover the bum atleast.
Wearing a Tshirt that stops above your crotch area is just baddddddd !!!

The material for leggings is thicker and feels like a tang pajama almost.

I love wearing tights/leggings under short skirts. I have great legs 
And seriously, don’t wear 'em if you don’t like 'em. Not everyone has the same hang-ups about modesty.

Most often the words tights and leggings are interchangeably. Although tights are footed and made of thinner material.
I guess the reason that so many people wear tights is that they are comfortable although unsightly . I would prefer jogging or a track suit.

Yeah, I don't find them unsightly at all. I wear them with dresses and boots all the time.
Jogging and track suits can easily look very sloppy as well...its a matter of personal taste and style.
If you have bad style, you could be wearing Prada and make it look fake.

I guess the girls here are talking about leg hugging tights/panty hose/ leggings etc. When worn with short shirts they really leave nothing to the imagination. Camel toe, butt line etc are on display.

The problem is when it is worn publicly not privately.

I hate it!!! I can't stand when tights are worn as pants!!! Biggest fashion faux pas!!! Disgusting and looks so bad. But you even see it on run ways these days??? Don't mean to make this sound like an ignorant but recently moving to the US , I had never been around such a large Mexican community and that's all they wear!!! Every time and if people know what I'm talking about, they'll know their not the smallest built of people.
Not to make it sound like a skinny or fat issue but I think the only ones that can pull it off are the skinnier girls because there is less showing or hanging out. It is generally more flattering like when I have seen girls wearing it with a blazer! They are the ones the rest of us need to cover up the front and back low enough. So annoying!!!! I hate seeing it unless I see it at the gym but sometimes again, if it's not flattering the. It doesn't look good no matter how trendy it is. Everyone has styles that suit their figure types, in particular tights are very figure specific to who can pull it off.
I feel like its one of those looks that you would only seen worn that way on the runway but doesn't work in real life! only with longer shirts.

I've gotta be honest here: I'm not entirely clear on the terminology but whichever one better accentuates my beefy man-thighs is the one I'm partial to.
