Say a Mod from World runs (deletes) my thread from the World Forum can it saftly take refuge in General or can the World Mod still get at it? Are there extradite agreements between forum Mods? Is there a FATA forum where really bad threads can go without fear of Mods getting to them?

if the threads get deleted, then it cannot be retrieved. Mods cannot moderate forums for which they are not given MOD permission.
However, an Admin is able to do anything he wishs (but cannot retreive deleted threads - unless the DB is backed-up)
Having a non-moderated forum is complete nonsense.

A mod can only take action within his own forum. Admins have access to all forums. Threads are not deleted, they are moved to review forum and admins can bring them back. There are no unmoderated forums.
