When I hover over a topic title in a forum, a little dialog pops up with the first sentence or so of the post, and it often covers up other topic titles. (Plus, I just don’t like it.). It’s annoying. It needs to be eliminated.

No, please do not eliminate it.
It saves time and when you're in a hurry or at work.... when you have very little time to open each post and read. you can just get an idea from the title post.

ToolTips are nice and helpful, although they can be annoying sometimes when some smart members open threads like:

We’ve had this discussion already when the new version of GS was introduced earlier in the year - most computer savvy surfers seem to like it - including myself… tooltips are cool - saves you time to click a link, wait for the thread to to load and then read the first few lines to get an idea of what it’s about.
Besides, why would you even take your mouse over a link if you weren’t contemplating clicking it in the first place? 
This sort of thing would score pretty high on Nielsen’s Website Usability index: Facilitates Navigation: Check ; Improves Interactivity: Check ; Enhances Response Time: Check.

I like it too. But maybe there should be an option in the profile for people like Sh3ry where you can turn it off individually. I don't know if that's possible technically.

I don't believe there is an option to turn it off per user. It's an on/off thing globally.

Its useful having that function. You can tell whether a thread is worth reading or not. Saves a hell of a lot of time.
