		 				 					 						ISLAMABAD: The US embassy in Islamabad on Thursday refuted  media reports suggesting 19,000 shipping containers belonging to the US  and International Security Assistance Force (ISAF) had been stolen from  Karachi ports. 

The head of the Sindh Rangers paramilitary force, Maj-Gen Rizwan Akhtar, told the Supreme Court last week that about 19,000 containers had gone missing a few years ago and that a shipload of arms and ammunition had been brought to Karachi and their whereabouts was never ascertained. Local media reports suggested the containers carrying weapons may have belonged to Nato forces in Afghanistan.
Rejecting the reports, a statement from the US embassy said media suggestions that US or ISAF containers were stolen, including containers that contain weapons and ammunition, were false. “While the United States routinely uses Karachi ports for both diplomatic and military shipments, neither the United States nor ISAF has ever shipped weapons or ammunition via Karachi ports,” said the statement.
The statement said US government and ISAF cargo shipments were subject to inspection by Pakistani customs authorities and that the US tracks and accounts for all military cargo shipments worldwide, including shipments entering and transiting Pakistan.
“We have engaged the appropriate Pakistani authorities on this topic. We have underscored that the United States is able to account for all shipments that have arrived in and transited Karachi ports,” said the US embassy.

^ You are spoiling the fun of some people here, Dopple. A little number crunching will show the absurdity of this claim.

A shipping container can be 45' X 8' X 9.5' = roughly 3,000 cubic feet. Average AK-47 rifle is roughly 4.5' X 6" X 2" = less than 0.5 cubic feet. So, one shipping container can carry up to 6000 rifles. So, 19000 containers can hold 114,000,000 rifles. Leaving a bit of 10% room for packing, this still means about 100 million AK-47 rifles could be lost here! This is probably more rifles than the entire Pakistan army or the NATO force in Afghanistan. I think the Ranger general has exaggerated his story a little bit. Off course one would not expect all 19000 containers to be filled with rifles but it gives an idea of how much arms and ammunition can be fit in 19000 containers.

The Rangers have been stationed in Karachi for decades now (since 1990?) and are equally to blame for the current situation in Karachi. Perhaps this is a face saving attempt by the general or just plain prejudice.

Now, the customs and coast guards and MSA (pakistani coastguard equivalent to other countries' coast guards) director generals have been told to put their "heads together" and figure out daal may kaala by checking if revenue wasn't reported for any containers. Not that I don't think our political parties can't do it, but how could a whole ship disappear with no records by the MSA? If it was "illegal" then coast guards and rangers should have taken notice and if it is going to waziristan then army and FC should have definitely known.

See, I can contemplate local authorities and police being incompetent and mqm running the police in karachi, but do rangers, MSA etc also come under MQM's authority? If it is true, then it is not daal may kuch kaala but the whole daal being burnt and I would not expect any true investigation as too many heads would roll.

This stolen container affair is not new, it has been in the media for at least in last three years.

FBR confirms 24,000 containers missing from Karachi Port

ISLAMABAD: Thousands of Nato, ISAF and US Military containers have reportedly gone missing inside Pakistan during the last four years amid serious fears that many of these may have contained arms and ammunitions, which may have gone to terrorists.

Almost corroborating the grave charges levelled by dissident Sindhi PPP leader Dr Zulfiqar Mirza that a senior minister of MQM was responsible for these missing containers being in-charge of Ports and Shipping Ministry, sources in the Federal Board of Revenue say in addition to more than 24,000 missing containers of Afghan Transit Trade Commercial side, thousands of the unchecked containers belonging to Nato, ISAF and US Military had left the Karachi Port, but did not cross the Pak-Afghan border during the last four years. The sources, however, did not name any one for this missing cargo, as alleged by Dr Mirza.

The sources said an inquiry committee is presently investigating the matter to ascertain the exact number of Nato, ISAF and US Military’s non-commercial containers that have disappeared during these years without any knowledge of the authorities about the contents in these containers. However, the sources apprehend that the missing containers were loaded with huge quantities of arms and ammunitions.

The MQM, however, strongly denied the allegations at a news conference addressed by former Karachi Nazim Mustafa Kamal and said if containers were stolen there would have been some FIRs registered and while police was under Zulfiqar Mirza as Home Minister why did he not stop this theft and lodge any FIR.

According to one of the sources, the number of missing Nato, ISAF and US Military containers is expected to be alarmingly high and possibly beyond one’s comprehension.

A spokesman for the FBR, when contacted, said the number of missing ATT commercial containers has so far been confirmed around 24,000 following which the FBR had already initiated action against the responsible.

The spokesman said a FBR committee is presently focusing on the missing containers of Nato, ISAF and US Military to get the exact number during the last four years. He, however, did not give any number for these missing containers and insisted that it would be speculative to quote the figure of thousands for the missing Nato, ISAF and US Military containers.

“We would quote the figure only when we have the precise number,” the spokesman said, adding in case of the missing Nato, ISAF and US Military containers the government would even take up the matter with the concerned embassies before giving any conclusive figure.

The spokesman admitted that there exist serious holes in the system, which led to the missing of tens of thousands of containers.

The sources, however, said the facility provided by the government of Pakistan for commercial and military imports for Afghanistan have been massively misused not only as a conduit for smugglers, but also for terrorists and the enemies of Pakistan.

“Nobody knows what was there in the missing containers of Nato, ISAF and US Military,” one of the sources said, lamenting despite these scandalous facts known to different authorities in the government, nothing has been done as yet to ascertain where these missing containers actually landed.

In July this year, FBR chairman Salman Siddique had informed the Supreme Court that over Rs47 billion were evaded as 23,882 containers of commercial category under Afghan Transit Trade (ATT) destined from Karachi port to Afghanistan were missing.

Besides, he admitted that record of 19,000 dispatched containers to Afghanistan through Chaman and Torkham borders under non-commercial category for ISAF from January 2007 to October was not found so another pilferage to national exchequer was also observed.

The FBR chairman also told the court that FIRs were lodged against the culprits including importers, clearing agents, terminal/port operators, custom officials, shipping agents, transporters on 147 containers missing incident whereas letter of explanation were also issued to the concerned officers.

**KARACHI: Mohajir Qaumi Movement-Haqiqi (MQM-H) chairman, Afaq Ahmed has alleged that his rival, the Muttahida Qaumi Movement (MQM), under Altaf Hussain, had acquired containers full of weapons belonging to NATO after 2002, as confirmed by reports by then Karachi police chief Shoaib Suddle.

Speaking in the second part of an exclusive Express News show To the Point with host Shahzaib Khanzada on Friday evening, Afaq said that police reports of NATO weapons containers disappearing from Port Qasim were authentic and that the MQM had received them.

He added that the lack of a hue and cry on NATO’s part signalled complicity. Additionally, Afaq said that former President Musharraf was a party to the plan. He called him an “American agent”.

Providing details of an alleged “weaponisation programme”, Afaq alleged that the “containers were first removed from Port Qasim and placed at the construction site of an underpass for vehicles in Liaquatabad.” When the construction project was completed, the containers vanished, as has been documented in police reports.

Of target killers and running operations from jail

With both the MQM and MQM-H rumoured to maintain hit squads, the host first took to Afaq, questioning whether his party maintained a militant wing. Afaq categorically denied this, asking the host why they would need a militant wing in the first place.

When asked whether he was issuing orders to militants in his party, Afaq said that those who claim to have received orders have been arrested and are under trial. “If anyone feels I have been issuing orders from inside prison, they can file an FIR against me. I have faced trial before and will do so again.”

Turning the talk on to the other foot, the MQM-H chief claimed that he was in fact a victim of the MQM target killers, Ajmal Pahari in particular. “Why does the government not go and ask the family members of those targeted by Ajmal Pahari, who has confessed to a hundred murders?”

Afaq added that when Zulfiqar Mirza said he would be going to London to present evidence against Altaf Hussain, he provided video recordings of alleged target killer Saulat Mirza. “I provided him with recordings of Saulat Mirza confessing to killing Shahid Hamid and others on the orders of Altaf Hussain.”

MQM-H had contact with Imran Farooq till six months before his death

Afaq said that his party, the MQM-H, had been in contact with the MQM’s Dr Imran Farooq, who was murdered outside his house in London, in September 2010.

He said that before his death, Farooq had developed differences with Altaf Hussain over party policies and Farooq was in contact with members in Pakistan and some people in America.

Afaq went on to claim that Farooq was even in contact with Musharraf and that the former president of Pakistan was shocked when Farooq was killed. However, the host provided Musharraf’s statements in which the general declined any links with Farooq.

The MQM-H chief went on to say that two MQM members travelling from Sri Lanka under pseudonyms, were arrested at the Karachi airport following a Scotland Yard tipoff. When reminded that Pakistani and British authorities had denied this report, Afaq countered that “the ISI never confirmed nor denied their actions,” and insisted that the arrests had taken place.

Plans

Afaq said that he was in the process of reorganising his party, which has engrossed him since his release. He added that he would be speaking to a number of political leaders including Nawaz Sharif of the Pakistan Muslim League-Nawaz and Shahi Syed of the Awami National Party.

Pressed about the funds required to run and maintain a party, he said that, “there were political parties which operated without funds.”

He said that in the early days he used to work in the Korangi Trade association as a clerk, and had even worked in a match factory at one point in time to raise funds for his politics. Afaq said that his father was not a poor man, but that he could not ask his father for funds.

He categorically rejected that his part had links to the army or the ISI or that he received any money from them.

It should be audited by US team to confirm this like they came to visit Ojrhi Camp which resulted in hell on Islamabad, PM was fired and Amirul Mominin along with his 30 hawaris smoked over Cholistan desert even before their audit. When FBR confirmed 24000 missing containers, missing only 15-20 containers does not make any sense.

Why FBR said that? I don’t know, the “victim” is saying no crime was committed but someone else is claiming that they ISAF/NATO have been robbed. It could be that other containers in guise of ISAF/NATO containers were cleared and FBR came to know that there is shortage of revenue considering the total number of containers cleared.
