Things haven't worked out only by force. Its a good mix of carrot and stick that works. It worked in other situations.
Democracy gives you that option, by being strict with offenders and starting democratic process with willing to getin the main stream.

Each country has tried managing differences China (Tiannama(??) Square), Russia (Before Galsnost), US, Europe, Pakistan (Earlier Bangaladesh, now Waziristan), China (Its some Muslim provinces which they suppressed brutally),
Some succeed some don't.......

It is very disturbing that the humanitarian situation is deteriorating in the 13 Indian states, and that Indian security forces are committing human rights abuses.

We have accepted that Maoist is a threat, even PrimeMinister has said so in open forum.
As for human rights, tell me a country and a force that's not being accused of it. It should be avoided as much as possible...
Just look at how rebellions are being suppressed all over the world. It will be a carrot and stick policy... only stick or only carrot won't work.
The important point is that whenever human rights violations come in picture they should be punished and that has been done by Indian state within its system...
In you hatered and biasedness against India. You don't get it...SILLY.. You are too focussed in just looking at bad.....

*- Indian security forces must end the practice of extrajudicial executions of alleged Naxalites and their supporters, and allow the National Human Rights Commission and independent civil society organizations to investigate such allegations. *
*- All state and national security legislation that does not provide for international standards of due process or fair trials or allows for prolonged and arbitrary detention should be repealed or amended to conform to international standards. *
*- The government must cease the sponsorship of and take steps to dismantle armed vigilante groups that commit human rights abuses. *
- The government should ensure that internally displaced persons are protected according to the United Nations Guiding Principles on Internal Displacement.

Around 50,000 people have now been moved from their homes in India as part of a new government campaign against a Maoist insurgency. The removals, in the new state of Chhattisgarh, have been conducted as part of what is called the Salva Judum - literally “purification hunt” in the local language. In scenes reminiscent of Darfur, I saw several burnt houses, and the villagers said that more than 20 had been burnt in all. In a camp by the new road, one of the Salva Judum vigilantes told me that he had been part of the attack. “We went there with the police and destroyed all their houses,” he said. **

“As long as suppression is going on, revolutionary movement is also developing,” he said. “As long as there is a problem there will be revolution… revolution cannot die, cannot be eradicated, [though it] can be suppressed for some time.”

Do the rebels have any representation in the Indian state/national governments? If not, why have such huge tracts of Indian population been sidelined from representation. The ancient caste system, again?

Yes they have reperesentation, these are tribal areas... So not caste system...
Its more of a case of gap in growth between some big cities and small towns.
Its close to Dacoit menace in UP/MP/Bihar belt during late Seventies early eighties... before social setup again stabilizes.......
