Nope. What about things like resources and funds and as mentioned above... environment? Unless you're going to argue that FULL freedom would allow one to get those things. But that freedom might be at the unjust expense of others.......hence the need for rules/laws/consequences.
I think your question is too broad. Freedom CAN help (though it's not the only thing)...but to what degree and what situation?
