Let me expose you to a different perspective: When government (run by “civilians”) do anything wrong, army says the same thing “bloody civilians did this .. did that”, and that term “civilians” encompasses whole country. Whenever leadership of institution makes a mistake its the institution that gets the blame not just few individuals at top.
