I think what he's trying to say is that the a woman who fears Allah will reflect over whether she is doing something unknowingly or knowingly (the way she's dressed, body language, mannerisms) that is attracting the ghair mard/mahram......to her.
when a woman hear a knock on the door she must answer in strongest possible voice.

pretty clear that women are not supposed to birng on charm on random stranger.
If some one have issue with it I encourage them to question who make those rules, thats God him self.
Don't refer our basic concept as imam's crap talk. They are real.

I find it funny that men will tell women to cover up, thats all fine and well, but how do men justify their non averting nazer when they are confronted by a woman. Look away period!!! If U have fear of ALLAH in ur heart, the skimpiest clad woman should not rattle your nerves.
I think what the molvi was trying to say is that a muslim woman does not allow herself to get in a position of receiving a compliment, e.g., she is not in the company of na mehrams, she is well covered, she is modest etc....
Perhaps his style of conveying the message wasn't too smart.
No matter how he puts it, he's still being discriminatory. He is again putting all the responsibility on the woman like its been done for centuries.
Maybe next time he can address all the men and tell them to not stare at na mehram women and ask them to reflect upon their mannerisms if they do.
Also, there are so many guys out there who, no matter how modestly you are dressed, or how much you try to ignore them, still act quite chichora. So really, its not all the responsibility of a God fearing woman.

Of course there are the chichora type of dudes out there who take every given chance to do at massom girls…but let’s not deny that we do have a good share of women who attract those kind of dudes as well.
However, an Imam will convey a message…it is up to us to act upon it or not.
If you look at our society today and the way people interpret and follow Islam, most people sitting in that mosque, will take the Imam's word for what it is, and not think critically about what he actually meant. Also, what the Imam and the way he was saying it, makes it sound like his personal opinion and not something actually based in Islam.

Is this something Muslim women are supposed to do? Or is this just another jibe at western civilization which these mullahs have been trained to hate?
So it is woman's fault if someone appreciates her beauty?
What if a woman says the same thing to a man? Whose fault would it be then? I am sure that Imam will say it would be woman's fault. Great.
For some people, Islam starts and end with separation of sexes. That's all Islam means to them.
If it was possible they would have liked to procreate without women.
I have seen many 'momineen' in Pakistan who will harass women simply because they dared to come out of their homes.
