Again, OBL capture even in 2002 wouldn’t have done squat to WOT, ALQ was already a far bigger man-power. Pakistan did ask US to seal border with Afghanistan that would’ve stopped anyone crossing borders but someone had some other plans.

is that an explanation or justification for Pakistan shielding OBL?
