Hey - what about bechaari goriyan getting stared at by both desi men and desi women as though they were from outer space and have no feelings and deserve no privacy? At least desi women know it's something personal - for goriyan, it's completely unrelated to them as a person.

I think it's more basic than that ... I think everyone will do it if they have not been taught not to do it. By cultural norms or by learning etiquettes.
The major contributor to stares - is ignorance ...
Otherwise we will all stare at each other, that is a very primal thing to be doing.
