^ is it possible, for gov to take strong "bloody" action against these groups, and not risk a political backlash. Mullahs are against photographs but will use them for their own propoganda. Corpses pictures will circulate the internet and media, imagine that. Sooner or couple of weeks later, people's sympathy will be directed to those, who are fighting for their "faith". You will hear things like "their method is wrong, but basically they are right". We don't have what it takes to say NO to mullah, and elected governments have to worry about the next election, so they would not want people on their bad side.
