Well interestingly till 1990 - in Pashtun culture ( and I am specifically talking about Pakistani pashtun , no Afghanis or Uzbuks ) where A gun is consider as ’ Mard ka Zaywar ’ … Robbery cases were almost nil ..

can’t you attribute it to the fact - that every one down there carries a Gun

Please don’t ignore the tribal culture and tribal justice system while focusing on the number of crimes in that particular tribal society just t prove that my logic is not factual.
The biggest impediment, deterrent,against a violent crime in that part of Pakistan is because of known fact, not mere perception, that crime against an individual is crime against the tribe.
