What is going to happen when saudis are out of oil? The whole dubai city is dead?

if palm island is flooded they will move it to some desert to get it dried. Once dried they will put it back in the ocean.
Once saudis are out of oil they will start exporting sand.

About saudi I cant say but Abu Dhabi is building a complete city or so said city part where everything work with Solar Energy. So I think other will also start building something the same.
though the new fuel that is getting importance is natural gas as Qatar is booming in this sector and Qatar has the largest resource of natural gas in Gulf and is also exporting it now at great deal.
Pakistan can also jump into this business AFTER they fullfil their own needs :D

palm island is already sinking...the amount of sand they had to haul in to build that thing was ridiculous...
i dont know what the saudi's running out of oil has to do with dubai? do you mean no more rich sheikhs coming to spend money on russian blondes? dubai was all about mass-consumerism, real esate and banking...those things will not do too well when there is a global recession...the big money is in Abu Dhabi and they have been bailing out Dubai during these hard times...
