I'd go with neither simply because the quality of these sets really lacks quality but if it's as a present for someone who isn't that well-read with makeup, they'd really like #2 since the case is cute.

this is basically a present for a cousin who is in teens. She isnt much into makeup so this might be a starter for her. Afterwards I can think of UD or Mac.

I think first one is better as the second one contains huger collection of eye shades which doesnt seem to be much of her use. the first one has these accessories she might start to learn using and the colors of lip glosses also look inviting.
