Is it true? I have heard it from a few dozen people. Why is it that if you pray Isha late the better it is? Isn’t every prayer suppose to be on time including Isha?

I dont know why but it has a couple of hadeeth's in the Kitab Al Salat that showed Prophet pbuh liked to delay the time if there were no women and kids.
I will be putting the list of the books I have on the website soon and you may let me know which ones you need.
According to my lil knowledge, any and every prayer is supposed to be read at its first available time slot. Delaying it makes it dangerous for you, in the sense that if the time for Isha starts at 9pm, reading it has become due upon you. Now if you decide to 'delay' it till 11pm, or whenever, fine. But if you die before 11pm, you will die with one obligation due from you.
Regarding witr, the best time to read them has been quoted as before tahajjud, in the beginning of the final 1/3rd portion of the night. However, if you fear you wont be able to wake up for tahajjud, then its best that you pray it after Isha..since tahajjud is not obligatory, whereas witr are wajib.

In my home, 'witar' are usually offered after 'tahajud' prayers. It is believed to be the sunnah of AnHazoor (saw). Though I will have to check on it!**

you are right, witr should be the LAST prayer before fajr.
