How did he migrate to India then and when? As people from Punjab mostly took the journey eastwards to Pakistan.

I think he transferred to Mumbai before partition and chose to live there after partition. @KKF can confirm that

he was born in 1924 in Kotla Sultan Singh, a village near Amritsar. his father had moved to moved to Lahore in 1922. he used to follow a faqeer around the village whose singing he loved and imitated. Rafi’s singing talent was recognized by his future brother-in-law who convinced his his parents to let him move to Mumbai. his parents softened their stand against his singing and finally allowed him to move to Mumbai in 1944.
