don’t you think all of pakistani institutions carry different feelings and tendencies from the ordinary guy in the street…
(i just thought of this as powell said on his recent visit to pakistan “We would like to strengthen the institutions of pakistan”… and reflecting on turkey where the army and even the education is somewhat different from the people… governments seams to be changing but extremely slowly because of threats from the army)
there is a huge gap between the average Pakistani and those who are in these institutions in positions of power. So is there a difference, sure. Does it exist everywhere..yes. However the gap in this case is high.
This gap is one of the reasons for mistrust in government it self. Because of the mistrust, the public never takes civic duties seriously, and when the same public becomes part the government the civic duties are taken for granted and the vicious circle goes on and on.
In sum the government can never be different from the people, if we are corrupt and have shallow morals the government would have the same characteristics.
