read again what Miliband said and this time read it slowly:
"*I have said publicly that I do not believe that the attacks were directed by the Pakistani state and I think it's important to restate that," Mr Miliband said. *
Now what did you expect Miliband to do stand there and list all the organs of Paksitan state and deny their involvement one by one.
Stop trying to twist what he said.
Its a very polite way for Miliband to say that the govt of Pak did not "direct" the terror strike. Thats pretty obvious since that would have been an act of war by Pak. However, he stopped short of saying that no element of Pak state is involved.
You need to read between the lines here, dude. Its not what he said thats important, its what he did not say.
