When Mumbai events unfolded....
1) Initially it was said these are elements within India ....
2) Then it was said these are "non state actors" ... whatever that means ....
3) Now everyone (internationally) accepts that these "actors" came from Pakistan .....
4) Today Pakistan is trying to desperately show that the "state" is not involved with these actors....
Yet there is no proof of anything ........
Its been proven and widely accepted that LeT was behind this attack and LeT was created and is controlled by ISI (a Pakistani state agency). Its hard to swallow that ISI was not aware of this attack in its planning stage and that points to its being involved in the attack.
Funny that it is hard to swallow for you people while the rest of the world has no problem with it. To much of Indian media hysteria can effect peoples thinking.

The west realizes how unstable Pakistan is and by blaming the Pak government, it will unwittingly strengthen the jehadi elements in Pak & push Pak towards anarchy.

My response wouldn't make sense to you because it hurts your feelings when India's problems are magnified, yet you find it quite alright pointing fingers at Pakistan. Try to be less sensitive, and brave up to criticism.

Well it is a good start .... so you are agreeing that the terrorists came from Pakistan ...... now how you can say that without evidence, i dont know. But i will accept it.
Coming back to Miliband ..... the attacks were not "directed" by "Pakistan state" ........ chew on this for a few days ..... as you did about Pakistan's non involvement in the Mumbai attacks .....

Its a very polite way for Miliband to say that the govt of Pak did not "direct" the terror strike. Thats pretty obvious since that would have been an act of war by Pak. However, he stopped short of saying that no element of Pak state is involved.
You need to read between the lines here, dude. Its not what he said thats important, its what he did not say.
This is normal diplomatic posturing and both countries do it ....... even Pakistan gets all fired up when India gets some deal ... hope you have not forgotten the nucelar deal ...

'71 was more then a kick in the ass ... i would have explaied in detail on what it amounts to but then it will be digressing from the topic........
Even today .... for all the crying and shouting ....Pakistan has been made to act .... by "diplomatic pressure" from India. Miliband and others have in no uncertain terms told Pakistan that they had to act against the terrorists ... even though it harps on the "evidence" ... don't know what evidence they saw about Qasab being a Pakistani ...... but in the end did a u turn ... as they usually do ....
So to be honest India's talk is as effective as its play .....
