Afghnistan is war torn country, so pakistan’s help is understandble on human grounds, but these bangladeshis, are now found in both assam and tripura since 71 war, many of them didn’t return because of good oppertunities available here, Bangladesh was more populous than pakistan then but now their population is less than pakistan due to illegal immigration in India.

Maybe the Bangladeshis want another bengal there?
