I think its wrong if the 27/28 year old is being forced to marry a 40+ guy as a last resort. In an arranged situation it's hard to imagine there would be some compatibility there.

Jahil panna is when an 8 yr old child is married off to a 70 yr old buddha for the sake of a bit of land. Not when a ~30 yr old girl happily agrees to marry a ~40 yr old man and vice versa.
