It looks like a two-layer umbrella cut dress. When I say umbrella cut, meaning it's not gathered or pleated at the waist, but is cut as a full circle. Another way to accomplish that is to sew together panels/kalis - like slices of a pie making a full circle.
As for how much fabric, you should PM the home-based designers - they can provide calculations on the amount needed.
