I repeat- there has not been any "True" islamic government since the Khufa- e- Rashideen and even then three of the four were murdered !! You say that Sharia is an evolving law- that is the whole argument!! I think it should be an evolving law but unfortunately it is not. And there are many mulah types in today's world of Wahabism who would kill you for suggesting that it is !! Regarding women, I think if a woman cannot testify against her rapist as she needs witnesses to prove her case then that law is definitely out-dated - even if it is God's Law. Women are always half witnesses to men - i am not aware of any circumstances when men are regarded as half witnesses.

That’s news to me- it has not been rejected by anyone. Infact it is now universally accepted all over the world that man descended from ape. There have been skulls found all over the world at various stages of Human evolution with small brains etc. so the evidence is there as well. As the theory goes, out of many types of human/ape offsprings, the eventual victor was the homosapien man who emerged from Africa. They beat their neandrathal cousins in Europe etc. to claim the world !!
