With the kind of budget you mentioned, anyone could rip you off. 
You can get a much cheaper and better straighter (yes ceramic). I own about five of them and I assure you none could have a better experience with flat irons than me. Dope! 
Anyway, the best I have found so far is “conair turbo flat iron hair ceramic straightener”. It’s dual voltage and provides instant heat. Works the best. Costs 25 bucks! :k:
