maybe avoid putting static-y type clothing in the dryer, and if you do..just run it for a little while and take out the clothing while it’s still a little damp.
and if it happens while wearing, splash a little water on it..or try moisturizing your legs before wearing the item, like mehnaz suggested.

hmmm, or how about putting your shalwar in the freezer for 15 mins? Surely that should get rid of static electricity? Just make sure you don't iron it afterwards.

Sprinkling a bit of talcum powder on body also helps and so does moisturizing as mentioned already. I use a spray-lotion it's easier to apply over the whole body plus you don't have to apply a lot and feel all greasy.
