We can also make an argument for states like Norway and Sweden where crime rate is nothing yet their punishment system is very lax. Having lived in KSA I can pretty much say with certainty that crimes like rape etc do happen, they just don’t get reported.
The only people who I have ever read about being executed are non-Arab poor desis. Which says it all imo.
