HADITH 20.** Nabi Sallallahu Alaihi Wasallam said: Make purdah (i.e. conceal yourselves) from a blind man. Ummul Mumineen Hadhrat Aisha Radhhiallahu Anha said "O Prophet of Allah, he is blind. How can he see us?" Rasulullah Sallallahu Wasallam replied: "He may be blind, but you are not blind". (AHMAD,TIRMIZI)
Some women do not make purdah from blind people because of their inability to see. From this hadeeth we can deduce that just as it is forbidden for a man to look at a woman, similarly it is forbidden for a woman to gaze at a strange man.

A little off topic but don't men find it insulting that women have to cover up b/c men can't control their urges and things that THEIR mind has control over? I hate how sometimes rape is blamed on the female if she was provocative or dressed a certain way. A woman can be totally naked and she still cant be blamed for the rape. Yes, women need to be street smart BUT at the end of the day the man is the one who is accountable b/c he is the one who did the disgusting deed.
That being said, parents should put more focus on raising decent boys and teaching them about respecting women and interacting with them in a decent way instead of putting all the focus on the girls and teaching them how to just prevent an unfortunate event by literally being afraid of men and excusing the man's behavior by doing all the compromising themselves. Basically, instill accountability in their minds.

I agree, a man should be totally blamed for his *such *acts and not the woman in all such cases. This is true for (lets say) 95% of the 'normal' men and 100% normal women out there. But what about the 5% mentally sick men (patients) who have psychological problems, have no control over their desires and are a threat to the society but somehow their sickness hasn't yet been identified (by people around them) due to any reason. At times their sickness is exposed after they take such drastic steps (abuse, rapes..etc.) They became like that because of child abuse or any other incident in their life. I am not justifying their actions. Still, they should be punished no matter whatever the excuse is in their case. However, wouldn't it be a sensible idea to take precautionary measures against such psychos and avoid becoming a test sample of testing how much self control they have.
