Wouldn’t it be an outright operation against all? if law & order is the ultimate aim? Anatoli Leiven had said that unofficially, pakistani army officers had told him that an all-out operation in karachi was the worst nightmare of pakistan army as it could suck all the reserves in the city.
Perhaps, the first thing should be that every agency should do what it is supposed to do and then cooperation can be extended. ISI is an interservices agency primarily for the military (army) though I think it should be more like CIA. I don’t even hear anything about IB, so why is it even there and taking their salaries?
FIA is a criminal agency though it doesn’t have the anti-terror mandate that FBI does here. FIA could have been use to stop the money laundering (kidnappings in karachi, peshawar etc) that funds these people. You have to first make the agencies do what they do and then change the roles if things aren’t working out using the old tools. A rudderless ship like Pakistan won’t be able to stop a complicated problem like terrorism with a half-assed approach.
