and isnt this the case with India in dealing with Bihar, Orissa and Assam?
not at all. india doesnt have its army deployed in bihar or orissa. assam has seen less army casualties in years than in the last three days in FATA. and more importantly, india doesnt provide the assamese insurgents weaponry or training or blood money. pak armed these people to fight its wars.

*Bomb blast kills 24 in Hub *
HUB: The blast in Balochistan’s Hub town Thursday claimed 24 lives, while dozens were wounded in the incident Policemen and passersby were said to be killed in the attack. The authorities have feared increase in the death toll. A remote-controlled bomb exploded at the RCD Highway in Hub when a convoy of Chinese engineers was passing through the area, reports said.
Twenty-four persons were killed and dozens others were wounded in the blast. The convoy however safely passed through the area.
Several persons were critically wounded and have been shifted to hospitals in Karachi, where a wounded succumb to injuries.
According to reports some policemen deployed for security of the convoy of the Chinese engineers were also killed in the incident. Some deceased have been identified as ASI Sattar, Muhammad Ilyas, Zafarullah, Shaukat Ali, Muhammad Ibrahim, Mashooq Ali, Ataullah, Muhammad Musa, Mian Khan and Akhtar Hussain.The convoy of the Chinese engineers safely passed through the area, DPO Lasbella Ghulam Ali Lashari said.Security forces have cordoned off the area.

i believe these exact "terrorist" tribes were the once who conquered the mirpuri-speaking areas that are now "azad kashmir" from the dogra army of J&K in 1947. it has been the policy of pak army from day 1 to utilize these areas as merceneries, arming them, and not making attempts to educate them, or bring them into the mainstream political process of the country.

Bangladesh was the only war you won and that was more to do with circomstance and nothing to do with actual fighting prowess... These are the same people who helped end the cold war... These people would hae fought with or without Pakistan. Arming these people was a policy of the CIA.
