India realizes that and has even proposed keeping Kashmir as status quo and having dialogue on other things. Atleast we can make some progress on sporting, cultural, economic ties without the Kashmir issue tied to everything.
However, Pak’s insistence on bringing in Kashmir means that any dialogue is a non-starter.
