Manmohan Singh is already saying that the attackers were base outside India, within 24 hours, before and investigation takes place, and while the incident is still going on.
While I would ordinarily "female dog" about this a lot, I have to concede that it's probably the right thing to say for now to avoid unleashing religious tension within India.
Nonetheless, this brings to mind how the Spanish PM immediately blamed ETA for the Madrid bombings before an investigation began.
Well hopefully the investigation will not be tainted with any assumptions and will be unbiased. We'll just have to wait and see.
