Terror, Anti-U.S. Attacks Said to Decline

Despite the lack of capture of Bin Laden the overall war against terror appears to be going quite well. Since 9/11 there have been no Al-Qaeda attacks on US soil, and even attacks against American citizens overseas have been reduced. If Bin Laden had any plans left, one would have thought that they would have been attempted during the iraq crisis.

Terror, Anti-U.S. Attacks Said to Decline

Wednesday April 30, 2003 9:00 PM

WASHINGTON (AP) - International terrorist attacks fell significantly in 2002 and so did anti-U.S. attacks, the State Department reported Wednesday.

Seven countries remained on a list of countries the department says sponsor terrorism - Cuba, Iran, Iraq, Libya, North Korea, Syria and Sudan. An official said Iraq is likely to be removed now that President Saddam Hussein has been deposed.

``It’s legally difficult to take them off the list,‘’ said Cofer Black, the department’s counterterrorism coordinator, but Secretary of State Colin Powell is recommending steps to do so.

Iraq’s links to terrorist groups, which the administration cited as one of the reasons for going to war to remove Saddam, included laying the groundwork for possible attacks on the United States and other countries, the report said.

The report accused Cuba of sending agents to U.S. missions overseas to provide false leads designed to subvert investigations into the Sept. 11 attacks.

Presenting the annual report, Powell said the United States, with help from many other countries, ``will make certain that terrorists and their supporters are not safe in any corner or cave of the world.‘’

But, he said, ``We cannot and will not relax our resolve, our efforts, our vigilance.‘’

He said that ``unprecedented progress has been made across the international community’’ in combatting terrorism. He noted that more than $134 million in terrorist financial assets have been frozen.

The report said Iran was the most active state sponsor of terrorism, with its supreme leader, Ayatollah Ali Khamenei referring to Israel as a ``cancerous tumor.‘’ The report said Iran’s Islamic Revolutionary Guard and Ministry of Intelligence and Security assisted Lebanese Hezbollah and Palestinian groups opposed to Israel’s existence.

Syria, one of Powell’s stops on a trip beginning Thursday, allows some terror groups to maintain offices in Damascus and helps Iran supply Hezbollah via the Syrian capital, the report said.

In 2002, there were 199 terror attacks worldwide, a drop of 44 percent from the 355 attacks recorded in 2001. A total of 725 people were killed last year, far below the 3,295 - including thousands in the Sept. 11 attacks in New York, Washington and Pennsylvania - who died in 2001.

Attacks on the United States declined from 219 to 77.

Thirty U.S. citizens were killed in attacks in 2002. Among them were seven died at a resort in Bali, Indonesia, five at Hebrew University in Jerusalem, and Daniel Pearl, the Wall Street Journal’s South Asia bureau chief, in Pakistan.

The American victims included a hiker and a missionary in the Philippines, two diners in a West Bank pizzeria, two attending church services in Islamabad, Pakistan, three people at a missionary hospital in Yemen, and Laurence Foley, an administrator of the U.S. Agency for International Development in Jordan.

The bombings in Bali in October which killed 202 people, mostly foreign tourists, was the deadliest terror attack since the Sept. 11 attacks.

In Africa, simultaneous attacks on a commercial airliner and a hotel in Mombasa, Kenya, in November were cited as dramatic evidence that sub-Saharan Africa continues to suffer from terror.

Is the perceived 'terror' threat linked in any way to the movement of the moons of Jupiter or a new Milankovitch cycle perhaps related to the axial tilt of the Earth, I can’t see any other reason in all this.

I got a feeling it's something to do with running short on gas masks and cruise missle fins.

the Adminstration has the Patriot Act II waiting in case of another one... they more than anyone would want another major attack to happen.

While postive Al-Qaeda operations sometimes take years to plan and pull off. Hence as they said "We cannot and will not relax our resolve, our efforts, our vigilance.''
The anti-terror support Pakistan has provided has been great.

A somewhat dubious source, but interesting none the less:

Report: U.S. Special Forces may have captured Bin Laden

SPECIAL TO WORLD TRIBUNE.COM
Thursday, May 1, 2003
U.S. Special Operations Forces have launched what was described as a major attack on Al Qaida strongholds in eastern Afghanistan over the last few days and Pakistani sources said several Al Qaida leaders have been captured.

The London-based Al Hayat daily reported on Thursday that the U.S. force might have also captured Bin Laden. The newspaper quoted Pakistani military sources as saying that Bin Laden could have been one of the Al Qaida leaders seized by the United States.

The United States has already confirmed the capture of Waleed Bin Attash, also known as Tawfiq Attash, Middle East Newsline reported. Bin Attash was said to have helped direct the Sept. 11, 2001 Al Qaida attacks on New York and Washington as well as the bombing of the USS Cole in October 2000.

Islamic sources based in London said a leading Al Qaida operative was also captured in Iraq on Tuesday. He was identified as Nizar Fadl Al Khalayleh, known as Abu Musab Al Zarqawi. Al Zarqawi, a Palestinian of Jordanian nationality, was said to have been responsible for a series of Al Qaida-linked attacks around the Middle East, including the assassination of U.S. Agency for International Development director Lawrence Foley in Amman in October 2002.
The sources told the London-based A-Sharq Al Awsat daily on Thursday that Al Zarqawi was captured in the Iraqi city of Faluja during a shootout with U.S. forces. The sources said the Al Qaida operative was seeking to organize insurrection against the U.S. military in the area. U.S. troops in Faluja have been battling armed Iraqi protesters over the last three days and more than a dozen Iraqis have been killed.

^ ha ha this is hilarious stuff.

Our resident Al Qeada expert...lol.

Yup Pakistan has been a peach about it all.

So the US can now release the POW's at the Bay and release all other captives on American soil held without trial and jury?

Yes I agree, the terrorist attacks on the US have declined, and the terrorist attacks by the US on others, have increased.

Way to go Ohio.

not so fast sholay..

even if they are apprehended or the threat minimized, the administration will play it down and the restrictions on liberty and the expansion of govt powers will continue.

But why PA....what do they want......350 million zombies towing the party line? There was an easier way of doing all this....just expand the McDonalds franchise.

Looking at all the 'security apparatus'.. the department of homeland security and all other laws introduced making a mockery of 'freedom' in the USA, it's quite clear who the target eventually will be..

not 'terrorists' as they are few and far between and don't need elaborate prison camps constructed for them.. it'll eventually be the 'dissenters' to the Administration who'll find themselves battling these Patriot and other Orwellian acts with ironic names.

Yes but to what end?

The threat of promoting the thought of external terror and in turn using this fear to apply a conformist internal pressure is all very well and good in the short term, but what is the ultimate unwritten agenda here.

Well I suppose it's a way of creating an ordered controllable society, worked for the Romans for hundreds of years on the whole. Yep okay I buy it, oooh aren’t those terrorist just awful….and pass me a gas mask and small pox jab and up the empire.

According to the BBC (the running news ticker at the top of their main news page), Washington has warned US airlines of “potential terrorist attacks”.

Great job, Dubya :k: You have ensured that your country is more dangerous than ever and is perceived of as a legitimate target in the eyes of more than one radical group out there. He should be very proud of himself.

Judging from the aircraft carrier speech last night, where I don't remember hearing the word diplomacy, I think Bush has made up his mind that it is better to be feared than respected.

I guess Americans fear him the most, so it must be working right?

So.. OG, should I change my sig back to "oderint dum metuant"?

No, for some reason the link was modified by them. The original ticker comment located on the main BBC website gave a quote that "Washington" had "warned" "US airlines" (it did not identify which ones) of "potential terrorist attacks". It did not mention Pakistan at all.
