What Islam says about ? Any idea?

Islam does not hold you accountable for actions that are beyond your control and your actions are judged by your Niyat. However, it is an eye for an eye and it would be up to the grieved party to forgive you. In the West the temporary insanity excuse is used very widely but in Saudia not so much. One can claim it but the head still gets chopped off. In most cases, it is a very lame excuse. like the guy stabbing children in Ireland will use it.
In the West, if you are found insane then you get locked up in a psychiatric ward. Crime of passion does have some mitigating effect on crime, there are also issues like murder in first degree or manslaughter.
Can be black magic or underlying mental diseases like schizophrenia etc etc
How can there be eye for an eye when the person is not even in his/her senses at that time? How can you be held accountable? Hazrat Muhammad SAW said qalam uth jata he from 3 people … 1) sleeping person 2) small kid 3) person who is insane.
I have never seen any Hadith using insanity as a mitigating factor for any crime. This is western Jurisprudence. You can give me an example in Hadith. The insanity clause in west is abused and many murderers get off easy because of it, so the insanity clause is responsible for thousands of murders.
